Dear Rt Hon Ruth Kelly MP

I was encouraged by the results of the recent trial on the M42 which showed that Active Traffic Management (ATM) can be a low-cost alternative to motorway widening when combined with a 50mph speed limit on all four lanes, resulting in less pollution, fewer accidents and lower carbon emissions. I welcome your announcement to examine rolling ATM out nationally as an alternative to expensive and destructive widening.  I was especially glad to see that you are now considering ATM for junctions 5-7 and 23-27 of the M25, as an alternative to widening. 

However I am disappointed to learn that you are not examining the potential of ATM on the M25 between junctions 16-23 and 27-30 and are pressing on with expensive widening schemes instead. I am writing to ask you to reconsider this decision as I am not convinced that the Department for Transport has fully considered the costs and benefits of widening the M25 versus ATM. For instance, widening will generate more traffic on the M25 which will cause problems on surrounding roads.

I believe that ATM would be a more sustainable and cheaper solution to the problem of congestion than widening the M25.
